This is a fair observation - Perhaps we should rephrase the question and ask how people decide on appropriate staffing levels. And in a vacuum of data perhaps some kinds souls will volunteer how much they maintain how often. To get a sense of what percentage of a job this might be or other things like that.
Perhaps I can offer to compile data if people are will to give us some stats to work with using this input as an example.

Not to state the obvious, but a better metric would be number of pages and frequency of updates to content.
You could have a huge department that never changes its courses.
You could have a two-person research unit that was continuously updating and publishing data and results.
