Please also consider that what you have is a University document. Since
you're planning on giving access to the document using your publicly
accessible website, then privacy (at least from the UC's perspective) isn't
an issue.
But if you use an outside vendor, then Access Control is an issue. If you
create a personal account with a vendor, and then subsequently leave the UC,
then how does the UC get access to those documents? Certainly easy enough
to establish proper controls.
Also, what if that Vendor goes out of business? I have a friend that
purchased servers at an auction and was amused to find all sorts of company
documents on the hard drives.
The abundance of "free" services is tempting and can be useful. I just
think it's important to properly consider how you establish the relationship
with the vendor.
Also, on the "not so annoying" but rather possibly helpful side, I think
that UC and Google have some sort of collaboration. I thought I remembered
reading about that and that IST or another dept was developing a service

We've used Google Video before, which is nice because, to my knowledge, those videos still do not include ads. Also, you can tell Google Video not index your videos so they will not show up in search results. We've also used Brightcove, but that's because we have a legacy account. Not sure if you can still get accounts with them. And finally, it's possible just to publish the videos as Quicktime files on your web server and embed them on your site. If you expect a lot of traffic, though, that might not be ideal. I would steer clear of Easy Web Video.
