copyright dates

Our new web design went live in 2002 and the copyright notice at the
bottom of our pages still says "2002." The information from the U.S.
Copyright Office that is quoted in "Copyright Notices on Campus
Websites" (http://socrates.berkeley.edu:7015/copyright/notice.html)
states that a copyright notice should include "the year of first
publication of the work." Is the copyright date for a dynamic website
that is constantly changing the current year or the year that this
particular design went live?

I think of our website as one unit (like one book with many different
chapters), so even though many webpages don't change from year to year,
the copyright date shown at the bottom of all the pages should reflect
the most current page on the site. Is this correct? How do other
websites determine their copyright date(s)?

I noticed that the U.C. Berkeley website is copyrighted for 2003.
