I'd recommend using HTML text and CSS instead of an image. Here's a comp:

The site would be easier to update and maintain, download more quickly, and
be more accessible. This comp is about 5K for the HTML file and 60K for the
images.

(This will look better in standards-compliant browsers like Netscape 6+ and
Internet Explorer 5+. There are fixes to make it look a little better than
this in Netscape 4, but I didn't do them because I threw this together
pretty quickly.)
