recommendations for "ordering out" on the html?

Hello, Webnet List:

My apologies if this closely duplicates any earlier such questions.

I'd like to know whether any of you have "ordered out" on the html
development stage of your sites. If so, do you recommend any
contractors? We do have a designer & editor for the "front end"
content (me), but would like someone else to render it into the "back
end," the working html.

I've tried (w/ Dreamweaver) & have learned the hard way that
html-wrangling is indeed a skill not so easily acquired on the fly by
the well-intentioned (!). We have an IT person who can maintain the
site, but just don't have the combination of time & expertise to do
justice (in 3-D html) to what we know we want (in 1-D PageMaker).
