Do we have a preferred copyright statement for UC Berkeley? A few I have seen...

Is "All rights reserved" necessary? I read that this is for international copyright?
Also, do we need the first publication year as well as the current year?
BTW I see many UC sites with no copyright statement at all -- is this acceptable because they are linked from the Berkeley home page?
