i don't think it has to be a "brochure" or a "tour" design, which to me
implies no/few navigation links. it can just be a different design, with
a full set of nav links and identifiers. when i was at cchem, the health
and safety manager moved the entire H&S manual to web-only; i came up
with the design, and he adapted the pages/sections for the web, with my
occasional advice. i would have broken up some of the pages, but he did
a pretty good job on his own, and the site is a good example of the
"subsite design" idea:

i agree it would be jarring to move back and forth between the subsite
and the regular site; you would want to keep it to a minimum, and even
then you might want to target a new window for each outside link.
