Dell Prices for UC Higher Than for Small Business?

I recently received an email message from Dell with a coupon
for $200 off any Dell Optiplex GX280 or SX280. After
doing some configuring, it became clear that with
this coupon, the cost of these PCs would be less
than if I bought from the Dell Higher Ed site (via
TSW). Unfortunately, it appears that I can't use
this coupon with a UC Purchase Order.

So, it appears that, at least sometimes, we're
not getting the best deal from Dell.
