guide to resolving "I can't send mail" problems on CalMail, which
includes a discussion of the 'my ISP is blocking outgoing mail on
port 25' issue, at:

Note that if your email program supports it - and most of
Microsoft's email clients don't - as an alternative to the secure
SMTP port (465), you can also use the Mail Submission Protocol port
(587) when sending mail via CalMail to bypass your ISP's restrictions
on sending email via port 25.
In particular, when you install Eudora for Windows using the
campus's locally-configured installer program, downloadable from the
WSS Software site <http://software.berkeley.edu>, your new
installation of Eudora will come pre-configured to use port 587 when
sending mail via CalMail.
