I know you said you checked the hosts file but what IP *did* it point to?
Arachne (on which www.b.e is hosted) probably moved with the rest of the
data center migrations recently. At the least do an nslookup or ping from
their computer to see what it THINKS the address for w.b.e is. Maybe issue
a `ipconfig /flushdns` to shake out any leftover cached entries....

Have you tried browsing with just berkeley.edu (no www) or using the IP
address? (169.229.131.109) Note: browsing to the IP won't get you
www.berkeley.edu, it'll get you a 403 error message because of the name
based virtual hosting, but it'll rule down the firewall possibility.
