Eudora migration from Mac to PC

Hi Folks:

I've asked about this before but continue to have difficulties with
this. But since we've converted almost everyone here to a PC, I
won't have a problem too much longer...

In the past when I have done this conversion from Mac OS 9 Eudora to
Win NT I had no problem. Yes the read/not read status is lost and
the link between emails and their incoming attachments is broken.
But the email is all there, readable and searchable.

But now when I have been moving to Win XP I've had varying problems.
First, address book/nicknames, even filters convert fine. But in
spite of following Eudora's own Mac to PC migration instructions
(converting files via FTP or other program, adding extensions, etc)
the mail boxes show up in the PC version but when you click on an
incoming message only the header info shows up with lot's of question
marks in various locations--but no content. When you click on a sent
outgoing message, it opens a new outgoing message!!! (Eudora 6 0r
5.? same results, the Out messages are all marked with a red circled
X and there isn't any initial request or indication of rebuilding the
toc, even though I've deleted the toc files and descmap.pce per
Eudora instructions)
I returned to the original mac holding the files, used PC McLan's PC
Migrator software to move the files again and it appeared that
everything was working well except for the out box--same problem. I
did this signed in as the user with admin permissions. I tell the
user (almost) all is fixed--the next day the user opens Eudora and
the messages again are not viewable (they still have admin
permission).

We can't lose this history. What is happening here?
