pop/ad blocking

Hello,
After having to run too many ad/spyware removal tools, I was considering
either blocking them through our firewall or setting up utilities on each
desktop system in our lab. I've not decided which, but I was thinking...
has anyone thought about blocking them directly at the university
level? Instead of ads, from outside, the university can leave them blank
or place its own messages in its place. It would reduce traffic on the
network outside campus and save the university some money and
bandwidth. Alternatively, they could enable ads, but only if the ad
company gave the university a fee/donation for advertising on the campus
network.

By the way, what ad/spyware tools is everyone using? I've been using:
spybot
adaware
12GhostsPopupKiller (testing this one out).
