Win 95 D.U.N. Problem

Good Morning,

I have someone dialing into SHIPS using Win 95. The connection is good
right after dial-up, but within 2-3 minutes the connection degrades to
the point that web pages and email will not download. The connection
remains, but becomes useless.

Any ideas?
