Did you follow Symantec's article about manually removing NAVCE, or just
search for
Symantec and Norton? (Some keys are not obviously related, and a keyword
search
will not find them)

Also, there are some file system permissions which may get you if not
properly set (the
above URL explains this).
I agree, sometimes fixing these uninstall issues is a black art. I had to
do it twice on one
workstation. I'm pretty sure that I followed the above recipe both times,
but for some reason
the second time worked but the first did not.
