If your users are already used to Gmail (web based) or Google Talk (client),
then Google just added video conferencing to Gmail/Google Talk. A plug-in is
needed: http://mail.google.com/videochat

In my new position at Kuali, we've been using Skype regularly to
communicate with colleagues across the country. It works pretty well,
and it's free.
