Dear Campus Technology Community,
I am pleased to announce the appointment of Dr. Hebert Diaz-Flores as
the
campus’s first Chief Technology Architect (CTA). Reporting to me as
manager of the Technology Standards, Practices, and Architecture unit,
Dr. Diaz-Flores will be the lead architect and evaluator in developing
best-practices technology architecture and process assessments for the
campus. He will work with Information Services and Technology and
campus
departments as a key stakeholder to develop and implement appropriate
technology solutions. Among his key duties, he will:
• Assume stewardship of documented campus technology architectures in
all
critical areas including applications, data, and infrastructure.
• Present recommendations for architecture changes and expected life
spans
for given architectures to the Campus Technology Council (CTC).
• Serve as the next chair of the Information Technology Architecture
Committee (ITAC). As the CIO's liaison to ITAC, work with the committee
to develop recommendations and specific formal technology
designs/proposals for integration into the campus Information Technology
Architecture (ITA).
• Serve as Chief Campus IT Architect/UC Berkeley representative on
systemwide and industry committees or working groups as appropriate.
Interact with vendors to inform future product design and better
integration with the campus ITA. Professionally represent the CIO as the
authority on the campus's technology direction and vision.
• Evaluate campus-impacting technology architecture decisions to inform
the development of the ITA and bring those suggestions to the CTC to
assist with planning.
• Evaluate the relative success of existing architecture investments.
• Build relationships with all of the IT architects and managers on
campus, as well as the members of the Campus Technology Council, in
order
to both understand the overall state of technology and connect
decision-makers with implementers.
• Function as liaison with the Associate CIO for Engineering, with EECS
and iSchool faculty, and with IT staff in those areas, in regard to
trials
and pilot research deployments of new technologies the campus should be
aware of for future use.
• Represent the ITA in informing the campus IT budget process with
respect
to the technology lifecycle and new technology.
• Advise the CIO and Campus Technology Council on the current state
of the
campus IT architecture. Understand technology developments across all
disciplines to help plan for the future.
An expert in enterprise data management, Dr. Diaz-Flores has a broad
background in information technology, including business process
analysis,
applications development, project management, program planning and
budgeting, and policy analysis. He has more than 20 years of IT
experience in higher education, state government, and the private
sector.
Dr. Diaz-Flores has nine years of experience in the UC system,
originally
as Campus Data Administrator at UC Davis, and during the past two
years as
Associate Director of Systems and Policy Analysis in the Office of
Undergraduate Admissions here at Berkeley. He holds a Ph.D. in
engineering
from UC Davis as well as a Master’s degree in engineering from Purdue
University.
Planning is underway to make sure there is a smooth transition with Dr.
Diaz-Flores’s critical responsibilities in the Office of Undergraduate
Admissions. He is expected to formally start his new role on May 1,
2007.
Please join me in welcoming Dr. Diaz-Flores to his new position.
Sincerely,
Shelton Waggener
