Sounds like the WebFiles service here on campus would work well--you
can set the permissions on a given directory to allow the public
(i.e. people without an account) to write to a folder, giving them a
drop-box to put files into. See http://webfiles.berkeley.edu for the
service and
https://webfiles.berkeley.edu/xythoswfs/static/en/Sharing.html for
how to make a folder available to someone off campus.
