We successfully use "Secure FTP" to do FTPS to the payroll mainframes
from our OS X desktops:

(gui + command line versions). There are a few idiosyncrasies due to
the fact that the server on the other end is a mainframe (like weird
distinction -- or lack thereof -- between concepts of "path" and
"file name"), but it works fine.
Note that FTPS -- i.e, FTP over SSL -- is different from SFTP, aka
secure file transfer via SSH. There are lots of clients for FTPS,
such as fugu, as you described:
