(I hope this doesn't become a duplicate as well as a multiple message.)
The following instructions for configuring OPTRS for Windows may
avoid some confusion. The bulk of these instructions were created
before seeing the "Introduction to VPN for OPTRS" mentioned below.
The VPN portion below closely coincides with those instructions. The
Hummingbird/Exceed portion below is an elaboration on instructions
provided by the ASD Help desk.

Instructions for installing Cisco VPN client and Hummingbird Exceed
(a tn3270 client) and configuring them for access to OPTRS.
Cisco VPN client and Hummingbird Exceed can be installed as
administrator. Configuration must be done logged in as the user. Time
required is 45 minutes to one hour.
Download Cisco VPN client and Hummingbird Exceed from software.berkeley.edu.
For Hummingbird Exceed there are two choices on the
software.berkeley.edu site. Choose "Desktop Client for PPS/OPTRS"
Install Cisco VPN client.
Once installed VPN Client will prompt for a login and a password
during startup. This is the CalNetId and passphrase.
There is an option to Save Password. (Selecting to "Save Password" is
silly. Discuss.)
Proper authentication will present a VPN Client window indicating
"Connected to MVS through VPN tunnel"
Select Continue
In Windows the open lock icon in the lower right hand task bar will close.
Additional information about VPN configuration in the presence of a
Firewall can be found at
http://software.berkeley.edu/windows/vpn/current/pps-optrs-vpn_quickguide.html
and through the link "Introduction to VPN for OPTRS".
That Introduction suggests enabling transport tunnelling. In VPN
Client Properties under the Transport tab choose to Enable
Transparent Tunnelling and IPSec over UDP. (This is not part of the
default installation. It may or may not be necessary. ML)
Install Hummingbird Exceed.
Choose to Restart when prompted.
On Restart the message "Hummingbird Exceed is already installed on
this system. Would you like to reinstall it?" is displayed. Select
YES.
This will install a Hummingbird patch.
Create a Hummingbird Exceed profile for access to
lonicera.berkeley.edu -- the OPTRS server.
From Windows Start Menu select Programs --> Hummingbird Exceed V.9
--> HostExplorer --> 3270.
This opens an Open Session window.
To the right of the "Folder:" drop down menu select the Create New
Profile icon.
Enter a descriptive name (e.g., OPTRS) in "Profile Name:"
In "Host Name:" enter
lonicera.berkeley.edu
Select OK.
To create a shortcut for this configuration on the Desktop:
Select and right click on the newly created profile.
Choose Create Shortcut.
Choose to put the shortcut on the Desktop.
Close all windows.
Use newly created shortcut to connect to OPTRS.
