Yes--just install them on different partitions, then use the "Startup
Disk" pane in System Preferences to select which one you want to use.

Yes, you can do so with the included "Disk Utility" program which is
within the Utilities folder in the Applications folder.

Not that I know of, but it's been a while since I've looked at what
3rd party formatting tools can do.

Instead of partitioning, what I'd advise is for you to get a cheap
IDE disk and drop it into the tower as a slave drive (there's plenty
of room) and just install Panther on that disk. (You'll want a disk
that's at least 6GB, but those are incredibly cheap these days, if
you don't already have one lying around.)
