A response to this same question appeared on the MAGNet list in July:

Some people who have run Norton DiskDoctor in an attempt to repair
filesystem problems have reported that doing so has occasionally
resulted in making those problems worse. However, I haven't seen any
significant number of similar reports regarding Norton SpeedDisk, the
utility for defragmenting and optimizing disks that is included in
the Norton Utilities bundle. My colleague Ian Crew, with his wealth
of Macintosh experience, has long believed that SpeedDisk is a safe
tool to use for that purpose.

As always, when performing any operation that could potentially
involve picking up much of the data on your disk and plopping it down
in different places, it is prudent to have a full backup before
proceeding :-).
