I've had a lot of positive experience with the Brother Laser 5000-something series, which serves approximately 20 people; it holds a lot of paper, and has a large toner cartridge (compared to the cheaper models). It also scans documents quickly before faxing, has a large memory buffer, and a fast modem, all of which make large faxes painless.

I recently bought the $300 Panasonic fax for my home, and I don't think it's cut out for such a large workgroup. I've also had a few problems with the paper feed; the input guides are somewhat shallow, so paper can end up a little crooked. For this price range, I'd also suggest checking out the Brother 2800 or 3800 series.
