Thanks for the help. In answer to your questions, Lucas, I'm trying
to solve a couple things at once...
I'm trying to find a cheap, graphical interface ftp client for OS X
(the potential users are decidedly uncomfortable with the command
line interface, or I would have just recommended scp). At the same
time, I'm trying to cut out all instances of non-encrypted password
authentication into the server.

And thank you, Greg, I didn't realize that the built in ftp server
already did what I wanted. Now I just
need to work through the security issues.
