[MAGNet] OS X: Do I have to buy it twice?

Can anyone help me out of this situation?

I received my OS X update CD directly from Apple. It is build 5G64. This
build does not include native support for Chinese which is critical to my
research (Chinese history). A couple of weeks after the 10.1 was released,
Apple quietly replaced this disc with another one containing Build 5J14.
This disc does have Chinese support.

I have waited several weeks for Apple to post Chinese support as a
downloadable software update. They have not. It would probably be
something on the order of 60 meg. anyway (which I am not looking forward
to).

I called Apple and they will not send me a disc with the new build unless I
send them another $20 for shipping and handling. On campus, the Scholar's
Workstation will not give me a free update CD because I did not purchase my
original 10.0x cd from them.

In essence, I have to buy 10.1 again to get the components I need. This is
absurd. I already own a license for the software and I'm basically being
punished for having received my update disc early. Sure, I could stay in OS
9.21. But this leaves a bad taste in my mouth on principle.

I invite the campus Apple rep to comment on this and I apologize if this
strikes some as not appropriate for the list. But it is an end user problem
by no means confined to myself.
