One (and only one) data point: during frequent use of the SHIPS
service over a period of nearly two years, from November 1998 through
October 2000, using a beige G3 with a USR 56K faxmodem from two
different cities in West Contra Costa County, I experienced very few
unexpected disconnections.
The following are two guides which may help in troubleshooting this problem:
Connecting@Berkeley
"Troubleshooting Tips for the Macintosh"
http://cab.berkeley.edu/faq/mac-cab_help/troubleshooting/index.html
(See the '"Dropped" modem connections' section. This Web page has
also been included on each of the Connecting@Berkeley CDs to date.)
AppleCare Tech Info Library article
"Troubleshooting Unreliable Modem Connections"
http://til.info.apple.com/techinfo.nsf/artnum/n24803
(By searching the Tech Info Library using the keyword string
"modem and disconnect", you may also be able to identify
additional pertinent articles.)
Another forum in which you can ask questions or raise issues
pertaining to campus dial-up services, including the SHIPS service,
is the Usenet newsgroup, ucb.net.home-ip.discussion.

On behalf of my (many) IST colleagues, you have our sincere
apologies. Perhaps we can discuss this off-line, so we can use the
example of your experience to improve our service?
Best of luck,
