For this purpose, I would highly recommend NetCloak rather than
MacPerl. The most recent version of NetCloak incorporates NetForms
making a very easy way to collect the results of a form and mail them
to someone. UC Berkeley has a campus site license for NetCloak up
through verison 2.5.4 but it looks like you would have to buy the
more recent version 3.x (there may be an educational price or
upgrade).
NetCloak runs as a WebStar plugin and is multithreaded, whereas
MacPerl cgi is not.
You don't need to run a mail server on the Mac, you simply tell
NetCloak what SMTP server to use to send the form results email.
